S&L Advocates has honoured one of its most influential leaders and one of Uganda’s finest legal minds, Canon Barnabas Tumusingize, the former Provincial Chancellor of the Church of Uganda, who has retired after an extraordinary 36-year career in legal practice.

The celebration, held on Friday 21st November 2025 at Serena Kigo, brought together distinguished members of the judiciary, corporate leaders, legal practitioners, family, and friends to reflect on Tumusingize’s remarkable journey and bid him a heartfelt farewell.
Tumusingize joined S&L Advocates—then Sebalu & Lule Advocates—in 1989 as a legal assistant. Through discipline, intellect, and hard work, he rose to partner in 1994. As partner, he established the firm’s now-renowned Banking and Finance practice, which has grown into one of Uganda’s most respected financial services legal departments.

In 2006, following the retirement of the firm’s founders Paulo Sebalu (RIP) and Godfrey S. Lule, SC, Tumusingize was appointed Managing Partner. He led the firm through a generational transition, institutionalizing stable succession systems, modern management structures, and predictable career progression. His leadership propelled significant growth across clients, practice areas, staff, and revenue—all while strengthening the firm’s reputation for excellence.
Under his stewardship, S&L Advocates joined DLA Piper Africa in 2010, connecting the Ugandan firm to a continent-wide network of independent law firms collaborating strategically on regional and international work. In 2015, Tumusingize oversaw the construction and completion of S&L Chambers on Mackinnon Road, Nakasero—a landmark that secured the firm’s permanent and prestigious home.
Beyond the firm, Tumusingize also made tremendous contributions to the Church of Uganda. He served as the Provincial Chancellor for over 15 years, offering legal guidance, institutional stability, and wise counsel to the Province’s leadership. He retired from this role in 2024, handing over to Canon Naboth Muhairwe. In recognition of his service, he was made a Canon of All Saints Cathedral Kampala.

Speaking on behalf of Church of Uganda, Bishop Onesimus Asiimwe of North Kigezi Diocese lauded Tumusingize’s invaluable service. He described him as “a man of rare integrity, humility, and unwavering commitment to the mission of God.” He observed that Tumusingize’s legal counsel helped the Church navigate complex institutional matters and strengthened its governance during times of significant transition.

“Barnabas has served both the Church and the nation with distinction. We thank God for his wisdom, his example of faith, and his steadfast commitment to excellence. As he enters this new season, we pray that the Lord continues to bless him and expand his influence.” Bishop Asiimwe said

During the celebration, Tumusingize expressed profound gratitude to God for guiding his journey from humble beginnings to national prominence. He thanked the late Paulo Sebalu and Godfrey Lule for placing trust in him, the firm’s clients for their unwavering partnership, and DLA Piper for global collaboration, training, and technical support. He also paid tribute to partners, associates, and business support staff, acknowledging their vital role in the firm’s success.
Addressing speculation about early retirement, he cited Sunny Bindra’s words from a 2023 Sunday Nation article: “When your time is up, blow the whistle yourself and walk away. And do it while they’re still clapping.” He assured clients and colleagues that he leaves behind a strong, cross-generational, and highly competent team ready to carry the firm into the future.
Incoming Managing Partner James Mukasa Sebugenyi, SC, praised Tumusingize’s legacy, vowing to uphold the culture of excellence he championed and to safeguard a resilient institution for future generations.

The event attracted a distinguished audience, including Justices of the Supreme Court and Court of Appeal, Judges of the High Court, Board Chairpersons, CEOs, general counsel, partners from DLA Piper Africa firms in Kenya, Rwanda, Burundi, and Mozambique, as well as former and current S&L staff.
In an emotional tribute echoed by many, the firm thanked Tumusingize for his exceptional leadership, integrity, and generosity.
“You are a great man who has worked hard for everything you got in life, and given back even more than you received. We wish you a blessed retirement and the best of luck in this new chapter. You will always have a family at S&L. You’ll Never Walk Alone.” They said.
